Info regarding the Borroughs BT-33-73F belt tension gauge as called out in the Toyota FSM as per a technical support rep at SPX/OTC:

Borroughs is no longer in business having been acquired by SPX/OTC many years ago. SPX/OTC stopped producing the BT-33-73F along with others and pulled them from their product line for several years until a slew of recent requests for belt tension gauges prompted them to start production again.

The SPX/OTC 6673 Universal Belt Tension Gauge is the equivalent to the original Borroughs BT-33-73F and is purported to work for all v-belts, ribbed or not, as well as many timing belts.
