It should not be spinning unless either or both (1) it is in 4wd, or the front hubs are locked. It's OK to drive around with the hubs locked, but it will slightly reduce mileage and slighty wear the front differential. I don't know if the shaft will turn if only one hub is locked.
So check your hubs. when they are both unlocked, and the truck is in 2wd you should be able to turn the front driveshaft by hand. If you can not, then it could be that your truck is stuck in 4wd. The 62 series has vacuum actuated 2wd/4wd, but being a 60 owner, I don't know what the failure mode is for the vacuum switch, etc. Someone will chime in with the correct answer, though.
