Noisy Smog Pump Pulley!!

My 88 FJ62's smog pulley is wobbly and loud, I cant find a replacement for the pulley, only the whole pump. I dont want to spend $450 on a new smog pump just because the pulley is loud.
Is there a way to bypass the pump and buy a shorter belt? Is that a really bad idea??

The pulley is held onto the pump drive flange using three bolts. Have you tried tightening those bolts up?

Maybe your power steering isn't leaking enough to keep it well lubricated and quiet?
