Recovery points on rear bumper...

My rear bumper w/swingout currently has some 1-inch thick steel tabs that run THROUGH the bumper and are welded on the inside and outside faces. (The tabs have 1-inch holes drilled in them for D-rings). They are nice and beefy. Trouble is, the tabs stick out farther than I'd like (I'm trying to go as ultra low profile as possible).

So, what is the easiest way to modify them? I'd love to just cut them off, trim them down, and weld them back on but then they will be welded only to the outside surface of the bumper (bumper is made o 3/16 steel, I believe)--would that be strong enough? Are there any better options?
