I just had the same experience -- broken steering shroud on a 94. I started out thinking that I was just missing the screws, but upon closer examination, noticed that the screws were there but the plastic wasn't.

It's under "steering column". You can order both or a top or bottom separately.

Getting the bottom one off is not trivial because of the cruise control lever.

There are 3 screws on the bottom (connecting the bottom to the column) and two connecting the top to the bottom. All five had the plastic trashed on mine. I started to fix the top piece but the ripped out plastic on the bottom led me to just buy a new cover.

Shipping is $10. I just ordered it today.

I've owned it since 96 and it was fine for the first decade. A replacement should last a while.
