This is a common manufacturing method. I believe that plugs off a hole that lets them line-bore an oil passage thru the block. Then the tap the hole and put a plug in it.

Similar to the "Welsh Plug" in the top of the heads of the 22R series.

Be glad it's a threaded plug that won't back out. Read up on the stupid soft aluminum plug they put in the heads of the 2F/3F engines, that conveniently pop out at about 100,000 miles. By the time you realize it, all the oil is pumped out of the engine and it's junk. Good times...
