I mostly just use paint, which is software that is provided with windows. I have other programs that make it a little easier, but paint works just fine.
Open your picture in the application. You will need to resize the picture to a maximum of 800 x 800 pixels. In paint the image/attributes command will tell you how big the picture is. Then use the image/stretch/skew command to resize the image. to reduce a 1600x1200 pixel image to 800x600 enter 50% in both the horizontal and vertical stretch boxes. Select OK and your image will resize. The select File/Save as to save the file. Be sure to select an appropriate file type. I generally use JPEG.
I think more important than the bit-size of the file is actually the pixel size of the image. The image can be no larger than 800 tall by 800 wide. Good Luck.
