Things (I can think of) that would stop both rear wheels from turning on a 60 series:
1) No rear drive-shaft
2) Blown diff
3) broken axle(s) or no axle(s) in a rear FF setup
Things that would APPEAR to stop both rear wheels from turning:
1) Rim(s) spin on the bead / in the tyre at low tyre pressure
