The boosters (venturi) are identical in 74 carb, no problem there.
Are you sure it's rich? It's hard to get a stock 74 carb to be sloppy rich as long as the stock jets are in the correct holes.
Missing/flooding under load could be a missing power jet. Is there a power jet in the bottom of the power valve?
Is it a rational size (~75)?
Vacuum lines are mentioned, but there shouldn't be much in the way of vacuum lines. A short hose from carb base to choke breaker is about it.
