I reckon the plugs are there simply to clean out the fluid passeges with the exception of 1 - it houses a pressure relief valve with spring. It may be in there and gummed up, but will come out with persistance.

Agreed. And that weld you see is original, don't believe it is a repair. I run one on mine.
