1984 2F Oil Filter Bracket w/ Oil Cooler

I'm in the process of cleaning up the 2F I bought that came from an '84 FJ-60 and is going in my 40. It has the oil cooler on it. It looks like a fantastic source for oil seepage and needs new copper washers and O-Rings at least.

A couple wondering's I have about this thing.

What were all the other bolts for on the bracket itself? There are three that I count.

I know cooling oil is a good thing, but is this this type of arrangement effective?

You can see the cooler body was repaired. My guess is this was necessary at one point due to over tightening of the huge bolts attaching it to the bracket. Likely to stop a leak rather than change o-rings / copper washers.

Do these things ever NOT leak (for very long?) I'm weighing whether it is more of a liability than a help.
