If it's completely clear, meaning no cars present, yes. If there are vehicles around, no. I also hug the shoulder in traffic and try to be considerate to the cars I'm sharing the road with. I assume car drivers can't see me and ride accordingly. I haven't been hit since I was 17 and a taxi cab rolled a red light in SF.
My biggest gripe are the cars drivers that think they're so important they can't slow down on a road with no shoulder until there's room to pass safely. Are you David friggen Rockefeller late to a Bilderberger meeting
