You may find that the seller's PayPal account is set to not accept payments from unconfirmed foreign addresses. That is the "default" account setting. I'm not rushing to his defence, but that might explain what happened. The bad news is that if that's the case, he may not be able to complete the transaction. Not entirely his fault. I had the same thing happen last year with a set of brake lights for my Cruiser. The seller tried to change the defaults in his PayPal account, but it wouldn't let him complete the transaction.
IMO it's probably not worth leaving neg feedback for this if the guy was trying to help you make alternate arrangements (in his defence, it will cost more to ship to Canada - although probably not $30
- and you can't really blame the taxes on him).
You should buy Wob's anyway. Since it was never installed in his Audi it probably doesn't have any Debbie Gibson CDs in it.
