'87 FJ-60 Horn Problems

Usually I would not worry about the the horn not blowing but with the idiot drivers here in the D.C. Metro area a horn is a must and, more importantly required to be working to pass the Virginia State inspection. I'll try to explain this as best as a I can.

Last year after moving the cruiser from Arizona the horn suddenly stopped working. After reading some posts on Mud discovered, as a suspected, the problem is usually corrosion. I pulled off the steering wheel and cleaned all contacts to include the brass ring on the back of the steering wheel with fine grit sandpaper and isopropyl alcohol. I should mention that this was last winter and until just recently the horn worked perfectly.

Well, low and behold a year later the problem appears again curiously when the temperature remains below freezing ( I don't know if this is a cause). Once again, I pulled off the steering wheel and made sure every connection was clean and making contact. It took some time but when I got everything back together, it still only intermittently blows. I pulled it off a second time and just touched the wires to the ground points in the steering wheel to make sure it was not some sort of other problem and the horn blew at all three contact points. It is back together again and now the horn only seems to blow when the steering wheel is in the straight forward position and not in a turning position.

I should mention that the spring contact that touches the brass ring on the back of the steering wheel is worn but not enough to not make contact. As an extra measure to ensure contact I placed small washers behind the brass ring to insure it would make contact with the spring. I did this last year and had no problems until now... Could it be that the washers are causing the problem?

Does anyone have any ideas or had a similar problem with the horn?
