BJ40 Help with brakes

Hi Guys having an issue with brakes here , replaced master cylinder and all wheel cylinder on cruiser, adjusted up all wheels (drums brakes all round) bled system.

Expecting to have excellent brakes I was disappointed.
the brake pedal is hard but when applied and producing very poor stopping power. Pedal is not spongy so I suspect it is not air in the lines still.

any ideas ?

I am now wondering if the problem is with the vacuum system, how can the booster be checked to see if it is no good ?
