Why does my timing keep retarding itself??

My '76 2f has been idling a little rough the last couple days, so I got under the hood last night. I was going to adjust the carb, but checked the timing first... off by at least 4-5 degrees...the hold down clamp is tight. It is a vacuum retard distribulater, but there is something wrong with my vacuum switching valve, and it never retards the timing. I can disconnect the hose and suck through it and the timing gets even more retarded. This is the second time in 3 months this has happened. I thought maybe I was just being a wus and not tightening the clamp enough...so I reset the timing and gave the clamp a little more...and the head broke off the little 8mm bastard. I know the clamp was tight. So why does the timiing keep changing??!!
I don't want to have to keep checking the timing every couple of days! W.T.F.??!!

Need to make sure the vacuum and mechanical advance mechanisms are working properly and check distributor shaft and lobe wear........

Pull the distributor cap and look at the cap and rotor....

Is there any scuffing from the rotor hitting the wire posts in the cap?

I just had the distributer apart not long ago, everything looked fine- cap and rotor are new(well almost new). I'll check again though.
