Keep in mind that 16 or 17 years of poop in the throttle body will greatly effect idle. I suggest a good cleaning before fiddling about with too many peripherals. Another issue will be O2 sensor age.

From the FSM...
"INSPECTION OF IDLE SPEED
HINT: Allow the engine to warm up to normal operating temperature.
Idle speed: 650 rpm"

The tranny kick down cable shouldn't effect idle speed unless it is yanking on the throttle cable. Before you fiddle with idle speed, make sure the throttle plate is fully at rest against the stop.
