The wheel has a little spring loaded plunger that is supposed to contact the ring. I guess the plunger wears down and shimming the ring up helps make contact. Once you've found the ring, try shorting the ring to the steering shaft. If the horn still doesn't work, you problem lies elswhere.

I don't know about the 60s but on 62s the plunger thingy is on te column and the brass ring is on the wheel.
If you clean the ring, don't forget to grease it with dielcetric grease or it'll make a scraping noise when you steer.
