Yeah no kidding. They're being up front with you at least.
If they're on the fence RE: a salvage motor vs rebuilt, find out how far they are off from the rebuilt and offer to kick on the cost of the rebuilt short block if you intend to keep it long term.
If they just do the salvage motor maybe sell it and get yourself another 90k LC...?
