It does claim to create energy.
That test engine (the 300hp one) was producing shaft energy at the rate of 300hp (225 thousand joules per second) from the energy input from one car alternator which could produce maybe 1hp worth of electrical energy.
So it's claiming to freely produce 299hp worth of energy. That puts up a BS flag straight away.
I think Papp was better at smoke and mirrors than anyone else.
