what i was trying to say is:
if the fines (or punishment) is not strong enough it does not discourage the law breakers from their course of action. here, 15 demerits and you are walking. so 3 little tickets or a coupel big ones and off the road you are...unless you don't care then you will find the hardened drivers still driving with out a license.
jail time for driving without a license and that 'might' discourage this action.
even 3 or 4 times i have heard of blokes driving under suspension usually is it coupled with being impared
