If its from oz it may have been added as a requirement by the ADR rules .
It doesnt exactly look like a highway vehicle and its still 4mph than many Mogs

These have a reputation for bumping themselves off the road at speed.
It was probably lic as a 2 seater which was much cheaper in years gone by as a bonus for farmers and business
The 73/74 series were also lic as pickups and still says so on my rego papers
