I have FG flares that are screwed on but no rust. Some liberal coatings of oil and rust prevention chemicals have worked well.
The rust usually starts down the bottom at the rear of the arch where the dirt gets trapped.
The rubber strips are are bought in a roll or by the metre. This is one variety.

The type Ive seen sold by ORE and ARB are the same ,but cut to length and they want $180 a pair.
IMO ,you are better off with nothing,but if you have to do it to stay legal then this is the best
