Hard to tell on the web, but it sounds like starter contacts to me. When they are worn, the starter doesn't get full power and won't engage properly. Its usually worse when cold. Sounds like you've checked all the connections. A voltmeter can rule out a drain on the battery. The
way would be to turn on the headlights after it has been sitting and check the brightness.
