The southbound climb is steeper, but it does indeed sound like you've got issues. Several times over the grapevine at normal speeds both as a stock LC and as she's now configured (see sig line).
Now this coming weekend with a 4000 lb trailer being towed will be a situation similar to yours and at about 8mpg if I'm lucky.  Did just replace two shot O2 sensors this past weekend so maybe 8.5mpg!
