Who is gonna tax TUT? As far as I can tell, it's a "foreign" entity in every state in the Union, and country in the world.
Thus, taxing it would be a clear burden on interstate trade, regulation of which is the sole purview of the Congress.
TUT is a thread without a state -- a refugee camp in no man's land.
