There is (was) actually a company that made a whole replacement 40 series tailgate with built in storage.
I want to say it was Aqualu (sp), the whole thing was aluminum with a lid on the inside, hefty price tag too, IIRC.
The 40 tailgate is a nice flat rectangle, makes a full replacement pretty logical, something to think about at least.
