This subject has been beaten to death badly many times. Holleys suck ass for off road use unless you have them modified for such. Quadrajet seems to be the winner carb wise from most of the posts on this subject, and speaking from personal experence, it has worked the best in my 350 fj40.
And mileage wise, the theory I once heard was that Qjets were better for mileage due to the small primaries which is used most of the time, saving the large secondaries to really drink it down when needed.
