As stated above, it depends on the roads, downhill or uphills.
My opinion, if is is downhill, its dangerous, if is uphill and the car can take it i think its pretty safe. But off course, make sure you can be as safe as you can.
Where there is uphills there is always downhills which kind of means it will always be dangerous.

The longer,heavier and lower the tow vehicle the better.
BJ70 are not quite in this league regardless of whats written on the tow hitch or anywhere else or even with a braked trailer.

Lke Wayne says a 1000lbs or so

Here is a pic of a van that was being towed by an 80 series within its "legal limits"
It got 2 flat tyres going downhill and the only thing that stopped them going over was the crash barrier.
Maybe its just me but I believe a vehicle should be able to control its load when something goes wrong.
